UNDP Recommendations on Tackling Corruption in Iraqi Kurdistan

The United Nations Development Programme (UNDP) has made a series of recommendations on tackling corruption in Iraqi Kurdistan.

The recommendations are included in its report on the second phase of the Trial Monitoring Programme on grand corruption cases in the region.

  • Expand Judicial Specialization: Replicate the Fourth Erbil Criminal Court model in other governorates to strengthen adjudication expertise in corruption cases.
  • Enhance Judicial Performance and Efficiency: Reduce trial duration and backlog through improved case management, digital tracking, and coordination among courts, prosecutors, and investigative bodies.
  • Strengthen Investigative Capacities and coordination: Standardize case preparation to minimize retrials and reinvestigations, ensure evidence integrity, legal coherence, and inter-agency collaboration.
  • Promote Women's Representation: Increase women's participation in judicial, legal, and justice professions, leadership roles, and major cases, by expanding their share in appointments and promotions.
  • Enhance Asset Recovery Mechanisms: Ensure consistent use of freezing and confiscation orders during investigation and trial stages, to secure retrieve of stolen assets.
  • Improve Quality of Legal Representation: Strengthen court-appointed lawyers through training, supervision, and fair allocation systems.
  • Advance Transparency and Digital Transformation: Expand electronic financial disclosures, case-tracking tools, and online reporting and processing mechanisms to enhance public oversight and inter-agency coordination.
